How to do beacon buffs:
example –
/effect *PlayerName* minecraft:Haste 100000 1
Would give the player Haste 2 (The one at the end corresponds to how strong the amplifier is. If the command ended in 127 you would have haste 128, which would be speedy)
How to do gamerules –
I would suggest typing /gamerule then pressing tab and seeing which ones you like the sound of! Google will also help you with this!
